| A selectively oxidizing catalyst is composed of carrier and active component. Said carrier may be SiO2, Al2O3, molecular sieve, ZrO2, MgO and activated carbon, which have large specific surface area. Said active component is one or more of valence-changeable transition metal elements such as Ti, V, Cr, Mn, Fe, Co, Ni, Cu, Zr, Mo, Ru, Rh, Pd and Ag. It features that active elements are transplanted to the surface of carrier particle in high-level atomic decomposition and isolation mode. There are 4-400 atoms on 100000 sq.A. The content of active component is 0.01-1 wt.% of catalyst. An ion beam injection technique is used for transplanting active component to the carrier. | |||
