Abstract:
    The invention discloses a method of implementing UE management in layered network, UE selects a cell to stay and request register to network side, the network side determines the ability of the UE and that of the current cell where the UE stays, and determines whether the ability of the UE matches that of the cell: if yes, allowing the UE to register and otherwise refuse to let the UE register. And the invention discloses a UE management device, comprising register request receiving unit, UE ability determining unit, cell ability determining unit, ability matching determining unit, and register allowing unit. And the invention discloses a register requesting device, comprising cell selcting unit, register requesting unit, and feedback information receiving unit. And the invention also discloses a UE management system. And the invention can effectively manage UEs of different abilities to stay in the cells with the corresponding abilities, increasing resource utilizing efficiency and improving quality of user service.
