     This invention discloses a method for realizing cipher communication including the communication from mobile terminals to fixed terminals characterizing that when a ciphered mobile terminal initiates ciphered service calling, it applies service item selection to inform the base station which assigns related resources to set up ciphered information and to use the ciphered service transmission protocol process module to receive the service data, resume the data and to be sent to a ciphered fixed terminal finally after increasing package of cipher service transmission protocol.
