     This invention belongs to a productive method of chemical engineering. It makes use of industrial aluminum ash or aluminum scrap, or mineral rich-in-aluminum to produce chlorinated bi-aluminum through rather simple technological process. The process takes the advantages of abundancy in raw material, easy-to-handle technology, and hence low-cost of product. The product possesses high fluorine-exchange capacity with reliable stable effect and showed no latent harmfulness to man. It practically can be applied for de-fluonine from water of and source, also as a purifying agent for polluted water.
