In order to solve a good many limitation such as coverage range is less in the traditional vehicle dispatching manner ,the performance price ration of the localization system is small, interactive form is single, build cost is high , use-cost is high, the invention contain both network allocation technology and terminal allocation technology , amending accurately according to the road attribute of vehicle, putting forward vehicle dispatch requests by wireless communication terminal or Internet at the same time, the dispatcher trigger the ring response to the calling of the vehicle terminal, let the vehicle terminal broadcast the corresponding set pronunciation to notice the people in the vehicle according to and distinguishing the triggering calling number, then according to the triggering calling number the same to choose the imperative communication mode or selective communication mode, let the vehicular terminal build the communication connection of vehicle and the USSD of the dispatcher, let the person in vehicle speak to the dispatcher in many ways by such interactive communicate connection to dispatch the vehicle.
