     The invention is a public transit one-card pass subsystem and method as well as a prepayment IC card read-write device and a change-giving IC card read-write device, where the prepayment IC card read-write device is installed near the passenger entrance of a vehicle; the change-giving IC card read-write device is installed in a station; when a passenger gets on, the prepayment IC card read-write device deducts fees from the IC card according to prestored fees information table and passenger’s starting point information and writes first riding information into the IC card, and when the passenger gets off, the change-giving IC card read-write device gives changes to the IC card according to the first riding information, fees information table and passenger’s terminal information, and stores the passenger’s starting point-to-terminal riding information in a memory cell, and simultaneously processes the first riding information in the IC card.
